Alberta's data centre conversation has been dominated by two locations. Sturgeon County took the largest single announcement in the province's history when Meta committed more than thirteen billion dollars to a campus in the Industrial Heartland. Calgary attracts attention because it has the fibre, the corporate head offices and the airport. Fort McMurray is rarely mentioned in either conversation, and on the evidence assembled by Fort McMurray Wood Buffalo Economic Development and Tourism, that omission is a failure of attention rather than a judgement about the region.
Start with power, because every data centre conversation in Alberta eventually reduces to it. The Regional Municipality of Wood Buffalo has roughly three gigawatts of in-region generating capacity, most of it low-waste cogeneration attached to oil sands operations. That is not a projection or a queue position. It is installed plant, running today, built because the industrial processes beside it need both electricity and steam and cogeneration produces the two together at high efficiency.
Set that against what is happening on the provincial grid and the significance becomes clear. Developers have asked the Alberta Electric System Operator to connect roughly 19,565 megawatts of data centre load. The first tranche released was 1,200 megawatts. The provincial Data Centre Regulation now directs the AESO to prioritise projects that arrive with their own dedicated generation, which has effectively made the question "can you bring your own power" the entry requirement for the entire sector in this province.
Wood Buffalo's answer to that question is a behind-the-fence siting model: put the facility adjacent to existing oil sands cogeneration and take power directly rather than queueing for a transmission connection that may not come. For an operator who has been waiting in the AESO interconnection queue watching a fifteen-to-one oversubscription ratio, that is not a marginal advantage. It is the difference between a project that can proceed and one that cannot.
The climate argument is real and quantifiable, which distinguishes it from most climate arguments in economic development material. Fort McMurray's average July temperature is 17.3 degrees, making it the coolest major North American city by that measure. Cooling is typically the second largest operating cost in a data centre after the electricity running the servers, and ambient temperature determines how many hours a year a facility can use free cooling, drawing outside air rather than running mechanical chillers. A location that is cool in July is cool in the hours that would otherwise be most expensive, and the saving compounds across a twenty-year operating life.
Water is available at a scale that removes a constraint binding elsewhere in the province. The Athabasca River moves roughly 200,000 gallons per second past the community. Water allocation has become a genuine limiting factor for data centre development in southern Alberta, where the river systems are heavily allocated and a licence is neither quick nor certain. This is a materially different hydrological situation, and for a design that uses evaporative cooling it matters a great deal.
Then there is land, which is the least discussed and most practical item. The region reports 1,631 acres of shovel-ready land, within a municipality of more than 66,000 square kilometres. Data centre campuses need contiguous parcels, room to expand through multiple phases, and industrial zoning that will not be contested by neighbours who arrived expecting a residential street. Wood Buffalo has all of that in a way that land near a major city does not, and land assembly is frequently the step that quietly kills projects.
The workforce argument is the one I find most persuasive, and it is the one most consistently underrated by people assessing the region from outside. Ninety-three percent of the workforce holds a diploma, certificate or degree. More to the point, the specific credentials present are the ones a data centre actually needs. This is a community whose working population maintains continuous industrial operations: high-voltage electrical systems, instrumentation and controls, mechanical maintenance on equipment that cannot be allowed to stop, and safety systems on facilities that run every hour of the year. A hyperscale data centre is, in operational terms, a continuously running industrial facility with strict uptime requirements and complex electrical and cooling infrastructure. The skills transfer more directly than almost anywhere else in Canada.
Keyano College is the institution that makes this durable rather than incidental, and it is worth understanding what it already runs. Keyano offers Power Engineering at both fourth class and third class, including a co-op stream through which students earn ABSA-recognised steam time in paid placements, with intakes in February and August. Its Power and Process Technologies Diploma is a route into both certification levels and is framed explicitly around Alberta's energy sector including emerging fields. Power engineers are the people who operate and maintain the plant that keeps a large facility running, and a region with a college producing certified power engineers on a continuous intake has the workforce pipeline that data centre operators elsewhere are struggling to build from nothing. If the region wants to convert that into a decisive advantage, the obvious step is a specialisation built with an operator: critical facility operations, data centre electrical distribution, building management systems and the specifics of uptime-classified environments layered onto the power engineering base that already exists.
Connectivity is the item most likely to be dismissed by someone who has not checked, and the region has anticipated the objection. CIRA-reported upload and download speeds in Wood Buffalo match Edmonton and Calgary, with gigabit capacity available following investment by the municipality and utility providers. That is a credible answer to the reflexive assumption that a northern community must be poorly connected.
So the case is strong. Power that exists rather than power that is queued, cooling advantage that is measurable, water that is not contested, land that is ready, and a workforce that has been doing the harder version of this job for forty years. Having said all of that, I would want four questions answered before I signed anything, and I offer them as the questions a serious operator will ask rather than as objections to the proposition.
The first is redundancy of the network path, not its speed. Matching Edmonton on throughput is necessary and it is not the question. Enterprise customers ask whether there are physically diverse fibre routes out of the region, following genuinely separate rights of way, so that a single backhoe or a single wildfire cannot isolate the facility. Latency to Edmonton, Calgary and the major American exchanges also has to be stated in milliseconds, because inference workloads serving live users are latency-sensitive in a way that model training is not. If the diverse-path answer is good, it should be published, because its absence is what a sceptical buyer will assume.
The second is what behind-the-fence actually means contractually. Physical adjacency to cogeneration is an engineering fact. The commercial arrangement is a separate matter: what the term of the power agreement is, what happens when the host industrial facility takes an outage, whether the data centre is firm or interruptible in that circumstance, and how the price is set over twenty years. A cogeneration unit exists to serve the plant it was built for, and a data centre taking power from it is a secondary customer unless the contract says otherwise. Operators will want that in writing, and the strength of the region's pitch depends more on those terms than on the megawatt total.
The third is wildfire, and it deserves to be addressed directly rather than managed. The 2016 fire is the single fact most people outside the region know about Fort McMurray, and no amount of not mentioning it will prevent it from arriving in a risk committee's assessment. The region does cite FireSmart risk reduction work, which is the right foundation. The stronger move is to go further and publish the specifics: defensible space around industrial sites, the effect on insurability and premiums, air filtration ratings for smoke events, and the fuel management programme around critical infrastructure corridors. A candid, detailed answer converts the region's best-known liability into evidence of competence. Silence leaves the 2016 imagery to do the talking.
The fourth is the one economic developers everywhere find least comfortable, and it is about people rather than infrastructure. Wood Buffalo's workforce is superbly matched to the operating phase, and the region has a long history of fly-in fly-out rotations rather than permanent settlement. A data centre operator hiring a permanent operations team will ask about housing supply and cost, schools, health services, spousal employment and five-year retention rates for skilled staff. These are the numbers that decide whether a facility staffs up locally or imports a rotating crew, and the difference determines whether the project produces a community or a camp. The region has been working on exactly this for a decade and has a genuine story to tell. It should be told with data in the investment material, not left to a site visit.
None of those four questions undermines the case. Each is answerable, and three of the four are probably answerable well today by people who already have the information. My argument is that the answers belong in the pitch rather than in the follow-up call, because the operators evaluating Alberta right now are working through a shortlist quickly and a region that pre-empts the hard questions reads as more serious than one that waits to be asked.
The broader point is that Alberta's data centre buildout has been discussed as though it were a competition between Calgary and Edmonton, with the Industrial Heartland as the site of record. The binding constraint in this province is not fibre, land or talent. It is dispatchable power that a project can actually connect to, and on that specific measure Fort McMurray and the Regional Municipality of Wood Buffalo hold a position that is not obviously matched anywhere else in Canada. A region that has spent fifty years building industrial power and the workforce to run it is, on the merits, an unusually good place to put a facility whose defining requirement is industrial power and a workforce to run it.
